Which to use?

Implement vs Conduct vs Address

Implement means "to put into effect", like rules or a way of doing something. Examples:
1. After the school's principal implemented the new rules, both teachers and students had to pay a fine for being late!
2. The company will implement a new strategy to target customers by creating a VIP card rewards-system for frequent shoppers.

Conduct means "to lead" (like meetings) and also "to organize and do" (like experiments). Examples:
1. The teacher conducted the class with great authority and charisma. All of the students paid attention.
2. The analyst will conduct an experiment to find out why water boils faster in different containers.

Address has many meanings, but the meaning that is confused with the above words would be "to think about and begin to deal with (an issue)." Examples:
1. Because so many teachers and students were late to school, the principal had to address the issue. He decided to conduct an experiment to see if everyone would arrive on time if they had to pay 10 RMB. So he implemented the new rules on Friday.
2. Before I have a meeting with my boss on Monday, I know I need to address the issue of how to keep customers. I want to recommend implementing a new VIP rewards-system for our frequent shoppers, but before I come to this conclusion, I should conduct some interviews with satisfied customers in order to support this idea.
